John Deere 450 B steering problems

I have a 450 B that I purchased about a year ago. I am having problems with steering to the right. When I try to steer the right track stops, but the left one also stops or moves under power only when on an incline. I am a law enforcement officer unfortunately not a tractor mechanic. lol I took the 3 bolt pattern covers off the sides of the tractor. The right one looks clean, but the left side one has pieces of what appears to be a fabric of some type. Maybe a shop rag and I also found a few twigs. Almost like a mouse made a nest in it. I guess this would be possible if the previous owner left the covers off. Could this be the cause of my problems. Thank you in advance for any help or advise.

You're on the wrong message board/forum for help on a 450. This ones discusses up thru the 1010/2010 series. If your left track isn't moving when you trying to turn right, the left steering clutch isn't doing its job. If there is debris in there from rodents, their waste will cause serious problems on clutch plates. Quite possible you will have to tear down to repair. Check the adjustment first to be sure it correct and remove the debris before ripping into it. I've never worked on 450 clutches so, you should look for advice on the other forum. gregjo1948
