450C transmission rebuild pressure problems, HELP!!

I have a 1977 450C that someone cooked the clutch pack dics. I've rebuilt the clutch pack new dics, seals, thrust washer ect. also new manifold and new O-rings in everything including the trans pump. before rebuild had 140psi. after rebuild only 30psi. I've tried adjusting the nut in the bell housing and shimmed the pressure regulator. the only way to get it to climb is to un screw the regulator to where it just holds slightly. then it only climbs to 50. I have taken out the coolant bypass valve and spring, also the clutch bypass valve in the top right of the main case cleaned them and put them back. had the motor out twice. also new o-rings in the accumulator. you can loosen up the filter and it appears to have plenty of pressure there. If you take out the pressure regulating valve and start it, it appears to have pressure shoot out there. any ideas I haven't tried?
