Slipping clutch packs

I recently bought a John Deere 450 crawler loader and am having trouble with the clutch packs not fully engaging as quickly as they should I attached a pressure gauge and shows about 150 psi. With the transmission in neutral the pressure drops and jumps right back up when I shift the reverser through h-r-l. But when in gear and moving the pressure drops and is very slow about coming back up and during this time the clutches are slipping when the pressure finally raises back up the clutches stop slipping. When I push in the clutch pedal to keep from bogging down the engine and let it back up the clutches slip and pressure drops then finally raises back up and fully engage the clutches. I would appreciate any help I can get as I don't have any experience on these things.
