I am leaking oil from the weld where the rotary swing arm attaches to the tank. Looks like some bozo previous owner tried to fix it by throwing a bunch of weld all over the area. This is a very slow leak but I want to fix it before the whole mount breaks off and I got a bigger problem.

My questions:
1. I am going to have to drain the tank before starting on the repair. I don't have the hoe off the tractor right now but I can see what looks like a drain fitting on the lower corner of the tank that faces the tractor. About 1 1/4" round and 3" long with a small hex head on it. I expected a simple plug of some sort but this looks like some sort of adapter ... to something. What is it? Then ....how do you go about refilling the tank when the repair is completed?

2. If I remove the the nut and get the bolt out of the way looks like I can spend a few hours grinding off all the patch weld material. Will another good weld work or maybe use some sort of patch or gusset. Anybody been there or have other ideas?
