Field repair is to weld the rollers in. Best to remove the track frame, flip it upside down and remove the bolt.

Morning David,
You've come upon one of the more ugly repairs. No easy way my friend other than remove frame, drill, and tap for heli-coils(not crazy about heli-coils in this application either).
I wouldn't weld the roller base to the frame as you're creating more work in the future: how far into the future depends on alignment and weld quality.
In the past on different equipment I have found that a metric bolt is sometimes just larger enough to thread the wollered hole with the slightly larger metric threads and was able to get good torque with the new metric bolt after tapping for new metric threads.
Back in my navy days we would also make studs with heavy threads: good dies are adjustable and we could oversize a stud slightly to get a good bite on loose holes.
Good used frames are an option.
New frames are available but are pretty expensive.
Per roller, how many holes are bad?

The painful truth is JWB's in-field fix or drill and heli-coil.

Low use personal farm machine: if the metric bolts don't work then go ahead and weld it. In the area of the stripped bolts run 1.5" weld on seam then make the corner and continue on with another 1.5". I would use 1/8" 6011 single pass with heat set for good penetration(125 Amps or so DC negative).Do this where each hole is stripped. Run it hard, and check for cracks on welds. If none there slap on some paint for corrosion protection and call it done.
Keep your ground clamp close to where you're welding as bearings have been fried by welding with ground clamp far away from welding.

If you are anywhere near needing to replace the rollers, the new ones are 9/16" bolts.
