Good morning,
Recently we purchased a 1970 JD 450 loader. When we got it the right steering clutch lever had no resistance at all meaning it was just loose and nothing happened when you pulled it. We have since opened the inspection/adjustment covers and followed the adjustment procedures to adjust the steering clutch and brake band that are suggested in the manual. Now we have good resistance on the lever but when you pull it to steer all that happens is it dogs the motor down but doesn’t stop or steer. I have read several other posts and suspect that the clutch is stuck/frozen causing it to not release. Does anyone have any suggestions? I have a bad feeling that we are going to end up doing a steering clutch replacement.

You could try bumping an immovable object (tree-boulder) with the clutch lever pulled. Don't pull it so far that you're applying the brake. That's what is causing the engine to "dog". This maneuver sometimes will break the stuck clutch discs loose.

Cart in front of horse, but store machine inside or under a roof with the steering levels stored pulled back to the point just before the brake engages.
