Most had a small hex or square for a wrench right up close to the base of the dome, the ones that didn't a place to get a wrench on, I have had to grab with needle nose vise grips under the base or pump type pliers. With pump pliers grab at the base where the dome crimps on and squeeze until it deforms enough it bites the base and turns. You will need a new sender, (which is likely why you are taking it out) as it will likely be destroyed.
