3325 winch

My 450 c has a winch that constantly runs, it won’t turn off. I changed the oil and cleaned the screen.
It always run great but sits a lot. Any ideas ?

What do you mean by won't shut off? Do you mean it that it won't stop turning the drum, winding the cable in? Or that the drive shaft to it is turning all the time? Does it have a rotary control valve or spool control valve?

The winch drum turns as long as the dozer engine is on ,
Constantly winding the cable in.
As far as control valve, it’s a small box on right side by the oil filter. I took it off and just some o rings and it looked fine.
The control handle is by my right thigh while sitting in the drivers seat. I believe all the way forward was engaged, half way up was neutral and full up was brake.

This would indicate the clutch portion is not releasing. You need the pull the cover and remove the clutch cover (left hand side when standing at back of your crawler) The clutch piston or discs will need servicing.
