JD 350 Crawler Loader steerng

The L/S power steering assist is not working. When I pull the R/S lever I see the ram moving out the backside of the housing. When I pull the L/S lever the ram coming out the back of the housing does not move

To help get you correct answers and know what you have for resources a few questions. To clarify is this a straight 350, 350B, C, or D? Do you have the service/technical manual and the operator's manual for it? Did this happen all at once or has steering been getting weaker? Have you done any work to the steering system?

It's a straight 350 and happened gradually. I checked the resevoir and it was empty. I added fluid , now both levers pulse when I pull them but the L/S still doesn't steer
