JD450B steering clutches

Hi All
I’m in the process of rebuilding the steering clutches in my JD450B and I’m stumped. From everything I’m seeing, they require (9) clutch discs and (8) metal tab separators. I ordered a kit that came with these quantities. However, only (8) metallic clutch discs will fit and only (7) separators. Even with that, the last metal separator is nearly flush with the face of the drum….leaving the final/8th clutch disc sticking above the face of the drum.
I measured the new kit and the thicknesses are as follows:
Metallic clutch disc: 4.71mm / .185 inches
Metal tap separator plate: 2.53mm / .0996 inches.

I don’t have the old discs and separators and failed to count them as they were removed.

Edit:
Measuring the brake drum…
Interior depth is 55.05mm / 2.167 inches
Exterior width is 70.85 / 2.789 inches

Have you installed them as per the manual, with one friction against the drum under the snap ring on the hub?

Yes I did. I believe my machine has been re-labeled as a JD450B at some point in its life time. Either that or someone has installed a straight 450 brake drum into the machine previous to me purchasing it. Also, the vin tags were removed so I've not been able to identify exactly what machine I have or if it's a Frankenstein made up of multiple machines :?
None the less, the issue seems to be the steels. I needed the thinner steel separators for a 450 and not the thicker ones used in the 450B.....and only (7) per side instead of (8).
