drive shaft in steering clutch and brake assembly 450ca

I am having a problem with getting the final drive pinion gear back in. Inner bearing doesn't want to slide on pinion gear because the splines on the inner drum on steering clutches does not want to line up. is there any way to get it all to line up without pulling the cover off the steering clutches??? Two broken final drive housing bolts are kicking my b--t. Any suggestions on how to get things lined up would be greatly appreciated.
