Steering brake adjustment

I installed the left final drive on the 350 dozer and have now used it a couple of times. After 2-3 hrs of use I have very little left steering brake. I adjusted the brakes this morning and used the dozer for an hour or so and before I was done I again had very little left steering brake. When I step on the brake pedal the right lever comes back, but not the left.

Do I simply need to readjust the brakes again? The left steering brake is new, should it stretch or require time to "fit"? I would think if the brake is adjusted, that it should stay adjusted. I tried to follow the instructions in the service manual when I adjusted the brakes after installing the final drive. What am I probably looking at? Any ideas will be appreciated.
