I don't see why not. It's just low-pressure fuel in there anyway. Pump shuts off by turning off low-pressure feed fuel before it gets to the high pressure area of the pump.

If you look at the later Stanadyne/Roosamaster pumps when they got used on cars and trucks - e.g. Oldsmobile 350s, GM 6.2s and 6.5s, Ford-IH 6.9s and 7.3s) - they have exactly that sort of set up with a plunger operated by an external rocker arm - but it's used for a cold-start timing advance instead of a shut-off.

For this little CBC pump used on the Deere - all you need is a rod with an o-ring on it so it's doesn't leak -and some sort of little seal at the end where it closes the fuel off.
