350 Steering question

I just purchased a 1969 JD 350 from an older fellow that says he had replaced all the clutches on the left side, but has had trouble turning left ever since. The only way to turn left is to press the main clutch, pull the left lever (HARD) and pop the clutch. His guess is that the brake is too tight and the clutch is out of adjustment. Before I dig into it, does this sound right? Thanks for any info. Adam.
