The price is probably so high because of how rare it is. Deere messed up and made this one in the "Late 80s" so it's got a high collector value. Kind of like those stamps with the upside-down airplane on them.

If he has two of them and they are actually what is described, he may have a decent deal.
Looks like it was a "company" or lease dozer and likely was bought cheap at auction. (cheaper than $23K I hope for his sake)
