Steering Clutch Question

I was looking at a 450C Loader today.
It's a little rough but might serve my purpose.
However, I noticed that when you pull the left steering lever and let go, the left track returns to speed immediately. However, when doing the same with the right side, there is a noticeable lag - like 2 or maybe even 3 seconds. I'm guessing steering clutch?
I think I read there is no adjustment?
Can anyone confirm and, if correct diagnosis, shed light on expense and difficulty in repairing?
