What fluid to soak dry steering clutches in? Last resort?

I guess muridic acid would loosen it then wash it out with water good then tear it down an would be clean

I think that phosphoric acid would probably take care of the rust also.
No telling what it would do to seals or other parts in there.

I put 2 rusty bolts in a solution of "IRON OUT" overnite. Pretty amazing, most of the rust was gone in the morning. Interesting.

I know there are some products that are supposed to eat and convert rust, but all of them are for surface rust. I would seriously question their use on an assembled clutch.
On the whole, there are no easy fixes to stuck steering clutches, if there was, I would have found it by now.
