Trivia question for a 350C

I have a question that I was wondering if someone could answer-

On the instrument panel, in addition to the 4 bolts in the corners that hold it on, there is a funny tab/eyelet on the left hand side in between the 2 left bolts.

What is this for/what does it do?

I've looked in both the service and parts manuals and cannot find a listing for it, though it shows up in illustrations.

Its a place to put a padlock and helps hold down the vandalism cover , when its installed.
