350 steering clutch measurement

Hello all
I am a new member to the club, I recently bought a 350 crawler dozer, it was in need of new steering clutches on one side. I found a bad seal. Replaced it and clutches I have to adjust pressure plate .I have seen the measurement of 3/4 " for adjustment .Is that referenced to break drum? I made a JD#7 gauge using that measurement. Am i correct.
