Steering clutch instalation problems

I have a new set of fiber clutches and metal discs, along with new clutch.
When I adjust the clutch fingers using the tool, I remove the little spring clip from the adjuster bolt and proceed to adjust according to the tech manual. But once adjusted there is not enough room between the bolt head and the jam nut to re-install the spring clip. Are these spring clips really necessary? The clutch fingers are adjusted right and everything else checks out ok.
