350 B won't pull

I just picked up my 350 B w/ reverser and the machine does not pull well in either direction.
The dozer does move back and forth but will not pull itself onto a trailer forward ar reverse.
I'm hoping for something easy but I can take any help.

Question 2; I don;t think the steering clutches are releasing. The machine will not turn either direction and when you pull the controls all the way back, the engine is pulled down badly.
