JD MC Control

I just got a John Deere MC. It seems to be in good shape but needs some work to get running. The left steering lever has no friction on it like the right one does. It moves with no effort. Why is this? I'm going to take it appart, but I need to know to what extent.

My off the cuff guess is that the brake band is rusted/broken in two.
