3315 winch?

OK here's the whole story, I bought a 1010 dozer and wanted to put a winch on it. I bought a 3315 off ebay it is is in real nice shape. Got it all mounted on the dozer and took it down to try it yesterday. well at first it didn't have a lot of power found out my spool valve wasn't opening all the way. so i adj that and it has a little more power it will slide the crawler now on snow. But the brake isn't holding well thought it might be out of adj. So i pulled of the little side cover an it has about an inch of oil in there. I cleaned it out and started the dozer with the cover off ran the winch in and out and put the brake on can't find any leaks. The winch had been siting for a while. Just don't understand where the oil could have come from and if it is a major problem.thanks for any input jason
