450C, low wont work until i get it going in high and moving

seems kind of slow around here,, so i have a question or problem to solve.
450C,, My low will never work first thing, the only way i can get it to work is to work it in high for a few minutes then shift it into low while its moving.

after i do this its works all day strong when ever i need low. What do you think is wrong here?

one more thing that has me puzzled is my dozer has a PTO but no where to control it,, no lever on the floor where i have seen others! i took the cover off when i bought it to see if it was just a dummy plate ,, but the shaft is there and it turns all the time! any thoughts on this?

I'd try checking the transmission oil level.

i have checked the fluid level and its good, this as been like this for 15 years, i have no idea why it does this but its not a big deal to me to use it for a few min in high then shift it to low, mostly i do this where the dozer is down hill and will still be moving when i shift it. then it kicks in to low and will work the rest of the day with no problems and will spin the tracks pushing all day long strong. just like to know why it is doing this? has to be something no quite right somewhere.
