550 trans pressure

A freind has a 550 dozer that he put a new pump in the trans and can only get 500 psi ant thoughts why ?

Some place you have a bad seal Now test presure fluctuation in different gears if guage moves even the slightest than the pressure seals are out of your power shift packs. Digitup.
