Missing fenders ($500 for new ones), seat is wrong ( $200 and up), some kind of board on back of tranny??? No idea but that could get you 5 bucks in scrap?

Easily a grand in parts just to make it closer to original and another 2000 or 3000 in the undercarriage.
I'd go 1700 if it runs and steers.

Pics aren't clear on how good undercarriage is. I just see not a lot of adjust ment left, and pads look to be rolled over.
I think what is funny about tractor prices is this:
A JD 420 or 440 in good shape with good undercarraige and dozer blade or loader you can get 3000 to 6000 depends on condition.
To buy a compact or farm tractor to do the same work you are looking at 10,000 to 15,000 plus and it is 30 years old and it's harder to find parts in most cases since they were mostly Japanese.
I'm always amazed when I try to sell a 440 Loader how people are beating me up on price of 4K and it runs, moves, steers, all parts are there, and undercarriage is good. But they are willing to spend 10,000 on a 30 year old JD 850 compact with a loader that does 1/4 the work.
Just doesn't make sense sometimes... Maybe tires are really worth that much more.

While it looks like there is some adjustment left on the front idlers, I would guess the pins and bushings are past 100%.
The tracks are supposed to have some droop to them, you don't want them flat.
