450b

Does a 450b have any in line fuel filters or strainers other than the 2 that are on the side of the motor. Mine is starving for fuel getting to the lift pump

Depends on your serial number, some had a screen (item key #7, filter) inside the tank at the fitting the fuel is pulled from. Here is the online parts catalog page which also shows you the starting serial number for machines using the screen (not to say it is not possible for one before that SN to have the screen).

Another thing to check is to see if the fuel tank vent is plugged. Your tank vents through a tube inside the tank, not the cap. Here is a link to a post about that. The 350s and 450s tanks vent the same way, so it applies to your 450B.

I’m way before that serial no. So doubt I have a in-line screen. How do I check the vent

As noted under one of the pictures in Stan's post, run a cleaning wire through the vent tube, from the top down, so you see the wire come out the tube opening at the bottom of the tank. I have used a 3-foot length of 1/16" TIG filler wire to check/clear the tube in my crawler. (The TIG wire is stiffer than mechanic's wire.) Then, after being sure the wire went clear through and out the bottom, I blew down the tube with the shop air.

Something might be blocking the outlet of the tank, even if it doesn't have a screen. You can use compressed air to blow back through the line from the transfer pump to the tank to clear it. If that helps you may need to drain the tank to clean it out.

Short of removing the tank what’s best way to clean it out ?

Had water in contaminated fuel once. Got dozer positioned where angle was correct for fuel to concentrate in the corner below fuel cap, siphoned out all I could. Then, a 12v fuel pump was fashioned with a flexible fuel line and about 2.5' of copper tubing at the suction end. Made for a pretty good fuel vacuum, got the last bits of contaminated fuel out pretty well.

RE..draining...fuel..etc....I keep an old turkey baster...with a squeeze bulb...and long hose to get below whatever needs drained...into 5 gal bucket whatever...gravity works!
