When in 3rd or 4th gear. Tracks great with one side running. If I try to engage the other track both tracks bind up like the brakes are on bogging down the engine

Is there any chance this is just a really weak motor? Doesn't have the power to turn both sides? I guess i'm trying to think outside the box here.

In all my years of being around 350s this is a new one. When you say you have it blocked up and "Tracks Loosened" what exactly does that mean? Did you get the track adjusters backed off so there is no chance of them being too tight? As in do you have lots of slack in each track?
The only thing left is your final drives. The only way to check them is to remove the tracks so that you can check to see if you have bad bearings. I still think you have either brakes grossly out of adjustment or bound up with rust or your tracks are bound up with rust. I don't think you have a problem with the reverser or the transmission. So component wise you are down to the steering clutches and brakes, your final drives or a track issue.

And yes, 77Ford may be right... you may just have a weak motor. So what does it do when you start it up? Does it start and run easily or is it low on compression? He makes a valid point that the motor may need to have the compression checked to see if it is running as strong as it should.

I dont think the motor is the problem. I'm sure it could use some work but it seems strong enough. The tensioner on the tracks are fairly loose. After running for an hour the transmission is not getting hot. I have the brakes backed off but can still apply and get some braking out of them. No heat coming from clutches or brakes. Drives are not getting hot and I don't hear any strange noises coming from them. They seem to run true but the tracks are still on. No wobble at all
