jd 350 c rear axel bolt threads

The rear drive sprocet came loosewith 3-bolts sheared off and others with bad threads. I have re-tapped but the holes are too far gone. I either get a new axel and replace it or drill bigger and re-tap. Any other ideas out there?

I have seen a single bolt replaced by a dowel. Is there room for a bolt with specially shaped manually ground) nut?
