Carb troubles.

I have a 420c, and I am having what I think is carb problems. If I give it a shot of either, it will fire, and occasionaly it will fire up for a few seconds but the rpms will never climb it just sits at a lumpy 200 rpm despite where the throttle is.
So I took the carb off, and it didn`t look to dirty. Pulled the jet and it looked fine and clean inside. I tested to see if fuel was coming out of the fuel line at the carb and there was a steady stream. The gasket between the fuel bowl and the carb looked good. Am I missing something here
Do I need a rebuild kit
Or should i be looking elsewhere

Paul,
There is a fitting on the carb where the fuel line connects and
there is a fine mesh screen in there if it hasn't been removed.Just
unscrew the fitting and check for stoppage.If the carb is clean you
could have an issue with the governor.If there is rust on the internal
shaft it can keep the thrust bearing from moving freely.I have had
a couple do that from sitting up to long.JimAnderson
