does the fuel shut off solenoid act as a relay to transfer power to the pump to allow fuel to pass.

My understanding is that it doesn't transfer power, but rather is an electrically-activated plunger that when powered allows fuel to pass by moving the plunger away from the fuel passage, and shuts when power is turned off to the plunger. Some people remove the plunger assembly when the solenoid goes bad to allow the pump to still operate.

yes i read jdemaries's post on the subject. from the pics that i've found the pump has a stem pertruding out the side with a wire attached to it , is that part of the solenoid . from the pics on the jd website their are four coponates , nut , sleeve , spring, and a washer . i dont see a coil for a solenoid to work.

I'm not sure what photos you refer to, and unfortnately can't take a photo as I don't have a CB pump.

However the solenoid is a solid cylindrical object with a plunger on the interior end; the outer end has two slots for the special removal tool.

There is a illustration of it on page 16-15-2 of SM-2046 (the service manual for Roosamaster fuel injection pumps).

ok , the pics are from the john deere website , i guess those four parts i mentioed in my earlier post are the solenoid . its just weird though , the john deere website shows a solenoid for the shutoff and it looks totaly different. i'll keep looking around .

He was just on here last week, but I don't notice him posting on a frequent basis. He does also visit the YT site, last I looked. Try sending him a PM.

again guys thanks for the help , just ordered the parts today should be here in a few days , now i will be able to shut off the crawler the way its meant to be done and with no fuel leaks.

What we often call an "injection pump" is actually two pumps inside the same container. One is the high pressure pump that makes injection. The other is the low pressure pump that does three things - feed the high pressure pump, run the automatic timing advance, and draw fuel from the tank (not needed on engines with separate lift pumps).

When you cut power to the fuel shut-off solenoid - it blocks all flow from the low pressure pump so it can't get to the high pressure pump. C pump uses a spring loaded plunger and the D pump uses a metal spring-loaded arm the pushes the metering valve closed.
