grille guard

I am fabricating a base for the grille guard I acquired for my 3 roller 40c and expect to use 7/8 bolts to attach it. Can I get to the back side of the mounting holes by removing the sod pan or do I need to pull the grille and radiator to gain access? Any helpful hints or idea's regarding this project are welcome.

Should only need to drop the sod pan.
