440 ICD crawler Wont Start HELP....

Don't know if anyone out there can help I have a unusual problem. Motor hasn't been run in years. Motor is freed up and has compression and new injectors, S45 Jetted to low fuel. My problem is when I crank engine, the Control tube for injectors doesn't move at all? Any suggestions on how to get the control tube moving again, You can turn the control tube with your hand to move the injector rack and all the moving parts are free and moving just wont move injector rack when cranking motor. I have not tried either yet.. white smoke comes from stack blower seems to be moving fine. ? don't know if this is a governor issue or what? Any help would be more then greatful .

if you are getting white smoke then your getting fuel in the engine i dont remember if the rack moves at start it my only move after it fires and the gov takes over..... since you have the rack moving free hand i would give her some either and go

Thanks, I wasnt sure if the rack moved either, I will give it a try with some starting fluid this week, will post to see if anything happens Hopefully we see some results soon.
