When you say that it does not steer, does that mean that you do not have power on the left side or that you cannot remove the power from the left side?
Another way to ask that is: If you are going along and you pull back on the right steering arm does the crawler turn right or does it just stop? Then what happens if you are going along and you only pull back on the left steering arm?

Is the left side the one you replaced the parts in?

Thanks guys I should have been more clear, I have power to the left side, when you pull the sreering arm the machine still goes in a straight line like the clutch is not working, could the throw out bearing not be pushing the fingers on the pressure plate?

Sometimes it is difficult to know if the clutch is disengaging power. If you are just going along on a flat surface, the track on the other side will continue to move the crawler forward. You can try going uphill and see if when you pull the left lever the crawler goes left (the clutch is disengaging) or the crawler goes straight up the hill (the clutch is not disengaging).

However, in your case, apparently the left brake is not working either. When you pull back on the left lever the brake should stop the left track and the crawler should turn left driven by the right track. If the left lever was not disengaging the clutch first before engaging the brake, then the engine would stall or studded because the power and the brake are both engaged at the same time.

If running these tests shows that you have no clutch and no brake, then your lever is not adjusted to operate either one. I only have JD440 experience so thing may be different on your MC, but on a JD440 you would remove the inspection plate on the top and look in to see if the lever was moving the clutch throw out retainer, and if the lever was moving the brake band. These things happen together but are really controlled by separate mechanical linkages.
