Throttle problems

Throttle problems
I have a 440IC that I have rebuilt the motor on and I am having problems setting the throttle/governor linkage. I have set it up per the service manual and the unit will idle and run fine but will not throttle up fully,I can only get about1600 rpm out of it and the governor is not even close to hitting the stop screw. If I shorten my linkage to the governor I can get the rpm up to about 2100 but then I can only get the engine to idle down to around 1000 rpm. I have tried changing the cinkage to the carb in conjunction with the linkage to the governor and I can not find any combination that works it just acts like I do not have enough throw or travel on the throttle. Anyone have any suggestions? The governor guts were replaced when I rebuilt the motor because of a bad bearing and one busted tooth on the gear. I also rebuilt the carb with a kit from Lavoy. When I set it up so that I have good RPM at full throttle the old girl runs great and the governor keeps plenty of power to her, just will not let it idle down. Anyone ever have this problem? I am probably overlooking something simple but it sure is frustrating.
