How do you determine the proper fluid level for 350C power steering?

I'm not sure what you mean. The 350C doesn't really have anything referred to as "power steering."

350C has hydraulic clutch packs for steering. Oil reservoir for the steering is the reverser and you check on the reverser dipstick. Steering rakes are manual.

Older dry steering clutch machines e.g. the 350 or 350B were available with power-assist cylinders. It gave power assist to declutching and steering braking. Early models used a gear pump and reservoir under the hood. Pump is on the front the engine. Later models used the reverser to power the power assist cylinders as I recall.
