420C steering clutch adjustment

while replacing right brake band on the 420C I figured I would recheck the clearences on the clutch fingers (about 20 hours on complete steering clutch replacement) I found that the three fingers (utilizing the adjustment tool) varied at .008,.019 and .039 respectively. The only finger I can adjust is the .008 one, the other two are maxed out and can not be adjusted to bring them into the .008 range which I suspect is closer to where they should be.
2 questions:
1--is the .031 variance between the 3 acceptable ?
2--if not, has anyone somehow compressed a finger to remove and reduce thickness of locking nut to increase adjustment travel and if so how in the heck did you take the finger on and off?
I hope I am over thinking this.

Adjust them all too the .039.
