You can find the spec in the service manual and use a depth gauge or a caliper with a depth gauge if you can't find the tool. All there is to it is a steel rod with a tee on top and the end turned down to fit into a small hole. You adjust the push rod till it just clears the spring retainer.

I found the measurement in the shop manual, my question now is the measurement from the bottom of that small hole or the flat face of the injector body?

I&T Manual JD-18 states
"This adjustment synchronizes the no fuel position of each injector by positioning the top surface of each injector follower a certain distance above the machined face of the injector body. This measurement is 1.484 and is made with timing gauge J1242."

I believe the hole is just to keep the gauge at the same place while you are doing the adjustment. That is my 2 cents and you can take it for what it is worth.

Match the timing tool to the pump/injector # (and I assume you've got original sized pump/injectors.
